Article 4.—INSTANT GAMES AND DRAWINGS

111-4-3669. “Double Bonus Crossword” instant ticket lottery game number 285. (a) The Kansas lottery may conduct an instant winner lottery game entitled “Double Bonus Crossword.” The rules for this game are contained in K.A.R. 111-3-1 et seq. and 111-4-3669.

(b) The “play symbols” for the “YOUR LETTERS,” “BONUS LETTERS,” “BONUS WORD,” and the crossword puzzle grid in this game are as follows: A–B–C–D–E–F–G–H–I–J–K–L–M–N–O–P–Q–R–S–T–U–V–W–X–Y–Z. There are no “play symbol captions” for the play symbols listed hereinabove.

The “prize box symbols” and “prize box symbol captions” for this game are as follows:

(c) For this game, a play symbol shall appear in each of 18 play spots within the “YOUR LETTERS” play area, in each of two play spots within the “BONUS LETTERS” play area, in each of the five play spots within the “BONUS WORD,” and a variable number of times within the crossword puzzle grid.

(d) The ticket numbers in each book of tickets in this game shall start with 000 and end with 149.

(e) The price of instant tickets sold by a retailer for this game shall be $2.00 each.

(f) “Double Bonus Crossword” consists of four play areas. In the upper part of the ticket there is a crossword puzzle grid that contains 11 spaces (height) by 11 spaces (width) covered by transparent latex. In the “YOUR LETTERS” play area, located in the lower part of the ticket, there are 18 letters located under opaque latex. To the right of the “YOUR LETTERS” play area is the “BONUS LETTERS” play area in which there are two letters covered by opaque latex. Imaged around each of the 18 “YOUR LETTERS” and two “BONUS LETTERS” there will be a four-sided box composed of solid lines. In the “BONUS WORD” play area, located below the “YOUR LETTERS,” there is a “BONUS WORD” with a prize box. Imaged around each of the five letters in the “BONUS WORD” there will be a four-sided box composed of solid lines. A player will remove the latex from the “YOUR LETTERS” and “BONUS LETTERS” play areas one letter at a time, and then for each matching letter in the crossword puzzle grid and the “BONUS WORD” play area scratch off the transparent latex. Each letter revealed in the “YOUR LETTERS” and “BONUS LETTERS” play areas may be used an unlimited number of times in the crossword puzzle grid. If a player reveals at least three complete words in the crossword puzzle grid, the player wins the corresponding prize in the prize legend. The prize legend on the front of the ticket indicates prizes won for number of words revealed. If a player reveals all letters in the “BONUS WORD,” the player wins the prize shown in the prize box.

(g) To qualify as a complete word to win a prize in this game, the words revealed must meet the following requirements:

(1) must contain at least three letters;

(2) cannot be formed diagonally, run right to left or from bottom to top;

(3) must appear in an unbroken horizontal or vertical string of letters in the “crossword” puzzle;

(4) an unbroken string of letters cannot be interrupted by a black space and must contain every single letter square between two black spaces; and

(5) every single letter in the unbroken string must be revealed in “YOUR LETTERS,” or “BONUS LETTERS” areas and be included to form a word.

(h) Each ticket in this game may win up to two times.

(i) Approximately 7,680,000 tickets shall be ordered initially for this instant game. Additional ticket orders shall have the same prize structure, the same number of prizes per prize pool of 240,000 tickets, and the same odds as were contained in the initial ticket order.

(j) The expected number and value of instant prizes in this game shall be as follows:

111-4-3670. “$100,000 Crossword” instant ticket lottery game number 287. (a) The Kansas lottery may conduct an instant winner lottery game entitled “$100,000 Crossword.” The rules for this game are contained in K.A.R. 111-3-1 et seq. and 111-4-3670.

(b) The “play symbols” for this game are as follows:

Doubler Puzzle Play Symbols: A–B–C–D–E–F–G–H–I–J–K–L–M–N–O–P–Q–R–S–T–U–V–W–X–Y–Z–symbol of a money bag.

Mega Puzzle Play Symbols: A–B–C–D–E–F–G–H–I–J–K–L–M–N–O–P–Q–R–S–T–U–V–W–X–Y–Z.

Bonus Word Play Symbols: A–B–C–D–E–F–G–H–I–J–K–L–M–N–O–P–Q–R–S–T–U–V–W–X–Y–Z.

There are no “play symbol captions” in this game puzzle.

(c) The “$100,000 Crossword” ticket features four separate play areas, “YOUR LETTERS,” “DOUBLER PUZZLE” crossword puzzle, “MEGA PUZZLE” crossword puzzle and a “BONUS WORD.”

In the crossword puzzles, the player will scratch the “YOUR LETTERS” play area to reveal 20 letters. Each of the “YOUR LETTERS” may be used in both crossword puzzles and the “BONUS WORD.” A player matches the corresponding letters in both crossword puzzles and the “BONUS WORD” by removing the translucent scratch-off material covering the matching letter. A player wins according to the prize legend associated with each puzzle. Each puzzle plays separately.

In the “DOUBLER PUZZLE,” if the player scratches three or more completed words, the player wins the corresponding prize in the prize legend. If one of the winning combinations shown in the prize legend has a completed word with a symbol of a money bag, the player wins double the prize amount shown in the prize legend. Only the highest corresponding prize can be won. A player can win up to one time on this puzzle.

In the “MEGA PUZZLE,” if the player scratches five or more completed words, the player wins the corresponding prize in the prize legend. Only the highest corresponding prize can be won. A player can win up to one time on this puzzle.

In the “BONUS WORD” play area, if the player completely uncovers the “BONUS WORD” using “YOUR LETTERS,” the player wins $15 instantly.

Article 15.—RAFFLE GAMES

111-15-1. Name of the game; rules and regulations. The Kansas lottery may conduct a lotto game entitled “Holiday Millionaire Raffle” beginning at 4:00 a.m. September 1, 2021, for a drawing to be conducted on January 5, 2022.

The rules and regulations for the “Holiday Millionaire Raffle” game are contained in K.A.R. 111-15-1 through 111-15-11 and K.A.R. 111-15-21, and applicable generic rules are contained in K.A.R. 111-6-1 et seq. 111-15-3. Game description; retail sale of tickets. (a) “Holiday Millionaire Raffle” is a raffle drawing which offers a total of 150,000 online tickets available for sale. Each ticket shall bear a ticket number on the face of the ticket. The Kansas lottery will conduct three “Holiday Millionaire Raffle Early Bird Drawings” according to the following schedule, unless delayed by reasons determined by the executive director to be beyond the reasonable control of the Kansas lottery:

For each Early Bird drawing, one ticket number will be drawn to determine the winner of an Early Bird drawing prize. A ticket must be purchased by 6:59 p.m. the day of the Early Bird drawing to be eligible for that drawing. In the event a ticket wins a prize in an Early Bird drawing, the ticket will remain eligible for any remaining drawings, including the final drawing held on January 5, 2022. For the final drawing an electronic drawing machine shall randomly select a total of 5,645 winning numbers. A player wins by exactly matching his or her ticket number to a winning number that was selected in the drawing. The first winning number selected during the drawing process shall be the grand prize winner. The second winning number selected during the drawing process shall be the second prize winner. The third winning number selected during the drawing process shall be the third prize winner. The next two winning numbers selected during the drawing process, which shall be drawn in the order of the fourth winning number and fifth winning number, shall be the fourth prize winners. The next 10 winning numbers selected during the drawing process, which shall be drawn in the order of the sixth winning number through the 15th winning number, shall be the fifth prize winners, and the next 30 winning numbers selected during the drawing process, which shall be drawn in the order of the 16th winning number, through the 45th winning number, shall be the sixth prize winners. The next 800 winning numbers selected during the drawing process, which shall be drawn in the order of 46th winning number through the 845th winning number shall be the seventh prize winners. The next 4,800 winning numbers selected during the drawing process, which shall be drawn in the order of 846th winning number through the 5,645th winning number shall be the eighth prize winners. To play the “Holiday Millionaire Raffle,” a player shall purchase a “Holiday Millionaire Raffle” ticket which bears a ticket number on the face of the ticket.

(b) A “Holiday Millionaire Raffle” ticket shall sell for $20.

(c) Tickets shall not be sold to any person under the age of 18 years. Each retailer may require a person purchasing tickets to produce proof of age.

(d) Each ticket shall be purchased from a terminal operated by a retailer.

(e) All tickets sold by a retailer shall be a “computer pick” or “quick pick” ticket.

(f) A validated ticket shall be the only proof of a game play. The only method of claiming a prize or prizes shall be the submission of the original winning ticket to and receipt of said ticket by the lottery or its authorized agent.

(g) The only guaranteed methods of win checking a ticket to determine whether the ticket bears a winning number shall be through the Kansas lottery ticket checker machines, or submission of a ticket to the Kansas lottery or an authorized retail agent.

(h) A ticket shall not be voided or cancelled by returning the ticket to the selling retailer, including tickets that are printed in error. Exchange tickets shall be printed by the lottery for Early Bird drawing winners.

(i) Ticket sales will begin at 4:00 a.m. central time on September 1, 2021.

(j) Ticket sales will end at 6:59 p.m. central time on January 4, 2022, or whenever all tickets that are available for sale are sold, whichever comes first.

(k) The game will officially close at 6:59 p.m. on January 4, 2022, or whenever the 150,000th ticket is sold, whichever occurs first.

(l) After the drawing official has verified the game is closed, the final drawing shall be conducted at a secure location under conditions and procedures promulgated by the executive director of the lottery.

(m) Each player shall have the sole responsibility for verifying the accuracy and condition of the data printed on the ticket. The purchase of a ticket is done at the player’s own risk through the online retailer who is deemed to be acting on behalf of the player in entering the play or plays.

(n) For any reason or under any circumstance, the liability of the Kansas lottery or its agents shall be strictly limited to a refund of the amount of the ticket purchase price.

(o) Winning ticket numbers shall be made available to the public on or about noon, January 5, 2022. Article 19.—SPECIFIC PLAYER LOYALTY CLUB RULES

111-19-107. “Super Chiefs” Drawing. (a) The Kansas lottery shall conduct a drawing entitled “Super Chiefs Drawing” in which two Kansas lottery players will win the prize package listed in subsection (d). The Kansas lottery will accept entries into the drawing beginning at 12:00 p.m. on July 26, 2021. Entry deadline for the drawing will be at 11:59 p.m. on August 15, 2021. The drawing will be conducted sometime after entry into the drawing has closed but before noon on August 19, 2021, at which time the winners will be announced.

(b) The specific ticket eligible for entry into this drawing shall be winning or non-winning Kansas Lottery Super Kansas Cash tickets purchased between 4:00 a.m. on July 25, 2021 and 2:59 a.m. on August 15, 2021.

(c) Only registered Kansas Lottery PlayOn (“PlayOn”) members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn. The player may enter the required data from the entry ticket manually for entry into the drawing. If the player does not enter the ticket data manually, the player may scan, if available, the ticket to enter data to be used for entry into the drawing using a mobile device and a downloaded Kansas Lottery PlayOn app. After the ticket data is successfully entered either manually or scanned using an app, the player will receive one entry per dollar based on the cost of the ticket.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed. The prize package shall consist of the following: two tickets to the nine regular season Kansas City Chiefs home games at Arrowhead Stadium in Kansas City, Missouri; a parking pass for each game; $2,000 cash; and state and federal mandatory income withholding taxes paid by the Kansas Lottery. Each prize package is valued at approximately $7,951.

(e) A player may enter the drawing with as many “Super Kansas Cash” tickets as they have purchased within the time allotted, but may win only one prize in this promotion.

(f) The procedures set forth in K.A.R. 111-18-5 for contacting winners and the claiming of prizes shall be followed, except as follows: in this promotion the 10-day deadline for the winners to return their claim forms shall commence with the date of the announcement of the winners. The Kansas lottery is not responsible for electronic malfunction or player error.

(g) Each person who enters the drawing agrees to release Kansas City Chiefs Corporation, its parent and affiliated companies, and their respective officers, directors, employees, agents, and sponsors from liability of any kind or nature for any loss, claims, damages, or injuries of any kind associated with participation in the drawing or with acceptance and use of any prize.

(h) All winners and guests shall release the Kansas lottery from any liability for injuries sustained while redeeming any portion of the prize.

(i) In the event any game in the prize package awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.

(j) The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.

(k) By entering the drawing, entrant agrees to PlayOn terms and conditions.

(l) A player must have a smart phone to accept Chiefs tickets and parking passes.

(m) Rules applicable to this online event drawing are contained in K.A.R. 111-19-107 and K.A.R. 111-18-1 et seq. (Authorized by K.S.A. 74-8710 and K.S.A. 74-8748; implementing K.S.A. 74-8710; effective, T-111-6-23-21, June 9, 2021.)

111-19-108. Jayhawk Football Gameday Experience drawings. (a) The Kansas lottery may conduct three drawings: the first entitled “Jayhawk Football Gameday Experience Season Tickets;” the second entitled “Jayhawk Football Gameday Experience Suite Access;” and the third entitled “Jayhawk Football Gameday Experience Home Opener.” The Kansas lottery will accept entries into the drawings beginning at 12:01 a.m. on July 19, 2021. Entry deadline for the drawings will be 11:59 p.m. on August 8, 2021. The drawings will be conducted sometime after entry into the drawings has closed but before noon on August 12, 2021, at which time the winners will be announced.

(b) Only registered Kansas Lottery PlayOn (“PlayOn”) members may enter the drawings. PlayOn members must enter themselves into the drawings according to the terms and conditions of PlayOn. Entries shall not be accepted which are submitted by any method other than through PlayOn.

(c) A total of 220 player loyalty club points are required for a PlayOn member to enter once in the first drawing, a total of 145 player loyalty club points are required for a PlayOn member to enter once in the second drawing, and a total of 118 player loyalty club points are required for a PlayOn member to enter once in the third drawing. A player may enter the drawings as many times as his or her points allow, but may win only one prize package per drawing.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed. The Kansas lottery shall award the first two players selected in drawing one, the first 30 players selected in drawing two, and the first 16 players selected in drawing three a “Jayhawk Football Gameday Experience” prize package at David Booth Kansas Memorial Stadium in Lawrence, Kansas. The prize packages shall consist of the following:

(1) The first drawing shall be the Jayhawk Football Gameday Experience Season Tickets drawing in which the Kansas lottery shall award two prize packages. Each prize package shall consist of the following: 2021 Kansas Football season tickets for two persons and a parking pass. Season ticket experience packages are valued at approximately $1,197.

(2) The second drawing shall be the Jayhawk Football Gameday Experience Suite Access drawing in which the Kansas lottery shall award 30 prize packages. Each prize package shall consist of the following: 2021 Kansas Football game tickets for two persons as follows:

(A) The first five winners (identified as numbers 1 through 5) will receive tickets to the first regular season home game;

(B) The next five winners (identified as number 6 through 10) will receive tickets to the second regular season home game;

(C) The next five winners (identified as number 11 through 15) will receive tickets to the third regular season home game;

(D) The next five winners (identified as number 16 through 20) will receive tickets to the fourth regular season home game;

(E) The next five winners (identified as number 21 through 25) will receive tickets to the fifth regular season home game;

(F) The next five winners (identified as number 26 through 30) will receive tickets to the sixth regular season home game;

(G) All 30 winners shall also receive food and non-alcoholic beverages in the suite. Each prize package is valued at approximately $448.00.

(3) The third drawing shall be the Jayhawk Football Gameday Experience Home Opener drawing in which the Kansas lottery shall award 16 prize packages. Each prize package shall consist of the following: two general admission tickets for the Kansas University Football home opener game on September 3, 2021; entry into a hospitality tent prior to kickoff; and food and non-alcoholic beverages in the hospitality tent. Each prize package is valued at approximately $180.00.

(e) The procedures set forth in 111-18-5 for contacting the winner and the claiming of prizes shall be followed, except as follows: in this promotion the 10-day deadline for the winner to return their claim form shall be 10 business days and commence with the date of the announcement of the winner. The Kansas lottery is not responsible for electronic malfunction or player error.

(f) In the event any prize awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.

(g) The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.

(h) By entering the drawings, entrant agrees to PlayOn terms and conditions.

(i) Winners are responsible for any state and federal taxes.

111-19-109. Powerball First Millionaire of the Year. (a) The Kansas lottery may conduct a drawing entitled “Powerball First Millionaire of the Year” awarding a $1,000 cash prize and a semi-finalist position to the 14 players selected as the winners. Entries into the drawing will be accepted beginning at 12:01 a.m. on August 22, 2021 and ending at 11:59 p.m. on October 3, 2021. The drawing will be conducted sometime after entry into the drawing has closed but before noon on October 7, 2021, at which time the winners will be announced.

(b) The specific ticket eligible for entry into this drawing shall be winning or non-winning Kansas Lottery Powerball and Powerball with Power Play tickets that have not been previously entered into Kansas Lottery PlayOn (“PlayOn”) and which have a purchase date 365 days or less prior to the date of entry into the drawing.

(c) Only registered PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn. The player may enter the required data from the entry ticket manually for entry into the drawing. If the player does not enter the ticket data manually, the player may scan, if available, the ticket to enter data to be used for entry into the drawing using a mobile device and a downloaded Kansas Lottery PlayOn app. After the ticket data is successfully entered either manually or scanned using an app, for each dollar spent on a Powerball ticket without the Power Play option the player shall receive one entry. For each dollar spent on a Powerball ticket with the Power Play option the player shall receive two entries.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed.

(e) There is no limit on the number of Powerball or Powerball with Power Play tickets a player may enter into the drawing, but a player may win only once in this promotion.

(f) One drawing will be conducted by the Kansas lottery to select 14 semi-finalist winners who will each receive a $1,000 cash prize and a chance to be a finalist in the Powerball First Millionaire of the Year promotion drawing executed by the Multi-State Lottery Association. Each finalist selected shall receive a prize package provided and fulfilled by, or on behalf of, the Multi-State Lottery Association consisting of the remote participation in the Powerball First Millionaire of the Year event on January 1, 2022 and other amenities as proposed by the Multi-State Lottery Association and approved by the Kansas lottery.

(g) The procedures set forth in K.A.R. 111-18-5 for contacting the winner and the claiming of the prize shall be followed, except that in this promotion the 10-day deadline for the winner to return their claim forms shall commence with the date of the announcement of the winners. The Kansas lottery is not responsible for electronic malfunction or player error.

(h) In the event the prize package awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.

(i) The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.

(j) By entering the drawing, entrant agrees to PlayOn terms and conditions.

(k) Winners are responsible for any state and federal income taxes.

(b) There are up to seven places for the players on one side of the table and one for the dealer on the opposite side.

(c) Each player’s designated betting area will have a spot for the player to post the player’s ante, the player’s play wager and an optional pair plus wager.
